Abstract

Most of the proposals for United Nations reforms stop short of demanding amendments of the UN Charter. This brief does exactly the opposite: it argues that no further significant UN reforms are possible without amending the UN Charter and eliminating the right of the veto in the Security Council. In contrast with 1945 the elimination of the veto today is the only way towards a stable maintenance of international peace and effective fulfilment of all other roles and functions of the United Nations.
