The Climate Governance Commission, together with the Global Green Growth Institute (GGGI), co-convened a Global Policy Dialogue on “Earth System Governance: Ensuring Human Flourishing in the Anthropocene” on 30 October 2025 at GGGI Headquarters in Seoul.

The Dialogue, which included H.E. Keum-sil Kang, Climate Action Ambassador and former Minister of Justice of the Republic of Korea, brought together policymakers, international law and governance experts, economists, and youth representatives to explore ambitious yet practical innovations for strengthening global governance to confront the triple planetary crisis of climate change, biodiversity loss, and pollution. Participants examined how global and regional institutions, policies, and financial mechanisms can be transformed to safeguard economic opportunity, sustainability, and human well-being within planetary boundaries.

Opening messages were delivered by H.E. Ban Ki-moon, President of the Assembly and Chair of the Council of GGGI and former UN Secretary-General, as well as by Mr. Keeyong Chung, Ambassador and Deputy Minister for Climate Change of the Republic of Korea. Ms. Maja Groff, Executive Director and Convenor of the Climate Governance Commission, presented the Commission’s work and the vision for enhanced Earth system governance based on its landmark report Governing Our Planetary Emergency.

Through thematic working groups, participants discussed priority proposals of the CGC such as establishing a Planetary Emergency Platform or Climate Change Council, enhancing global environmental finance, and strengthening international institutions — including potential reforms to UNEP and the creation of a Global Environment Agency and International Environmental Court.

The Dialogue concluded with a discussion on next steps for advancing a global governance renewal agenda (2025–2030), building multi-stakeholder alliances, and identifying near- and medium-term reforms to accelerate progress toward a resilient, equitable, and sustainable global system.
