On February 27, 2025, a roundtable discussion involving 32 UN Missions (including eight co-sponsoring Missions from the Global South and eight from the Global North), the UN Secretariat, and civil society representatives examined the Pact Innovation Plan's (PIP) potential to facilitate coordination, share research, and integrate diverse perspectives. The Pact for the Future outlined an extensive framework for global cooperation, with 291 sub-actions for Member States and 70 for other stakeholders. To effectively implement these actions, a Pact Innovation Plan was proposed, emphasizing a strategic, research-backed, and multistakeholder approach. The plan aims to leverage the expertise of entities such as the UN, Member States, and civil society-driven ImPact Coalitions, ensuring a structured and innovative follow-through process leading up to the Summit of the Future review in 2028.

A core objective of the PIP is to provide practical and demand-driven support for those working on Pact implementation. It seeks to avoid duplication of efforts, improve information sharing, and identify strategic dialogue opportunities. The plan is part of the Global Governance Innovation Network's broader Pact Innovation Forum, which also includes a Pact Monitoring Toolkit. Key proposed components of the PIP include policy research products, milestone tracking, visual data representations, an interactive webpage, and informal dialogue forums. These elements will ensure that stakeholders have access to timely, evidence-based insights and engagement platforms to facilitate effective implementation.

The Pact Innovation Plan's development follows a structured timeline, beginning with a six-week e-consultation in March and April 2025, focusing on key milestones and implementation strategies. Further refinement will occur through expert and PR's level discussions in 2025, including a second Pocantico Retreat. These efforts collectively aim to support a framework built upon a suite of knowledge products for advancing the Pact, underscoring the importance of further strengthening and innovating global and regional governance mechanisms.
